Restricting by Cost Centers and GL Accounts

My client has about 70 branch offices who will be given access to SAP sharing the same company codes as the head office.
They want to restrict them to view, edit and post to their own cost centers, bank accounts, customers and vendors.
This is doable via Authorization Controls but that is overwhelmingly complex and has a huge maintenance overhead.

I would appreciate if you guys can share your thoughts and experience in this type of implementation.
